Mission Statement

Kernersville Parks and Recreation Department (KPRD) strives to improve the quality of life and safety for its citizens and employees by offering diverse, high quality programs, activities, parks, and town facilities, while also protecting the environment.

Purpose

To provide an opportunity for men and women to participate in organized league play in accordance with the Rules and By-Laws outlined herein.

Format

  • Coed (1 female must be on the field at all times)
  • 5 vs. 5 (teams are comprised of four field players and one goalkeeper)
  • 8 game regular season, single elimination playoffs
  • 1- Referee System
  • Team must play a man down if a female is not on the field. A minimum of four (4) players is needed to start game. If the minimum of four (4) players are not ready to play 10 minutes past the gameā€™s scheduled game time, it is considered forfeit (0-6).

Age Requirements

  • Men 18+
  • Women 18+

Registration

Each team is required to register their team during assigned registration dates. Registration will not be accepted without payment. Late registration may be added as an additional charge if the league director sees fit.

Fee

$450.00Ā per team. A $25.00 late fee applies to all registrations after the deadline.Ā  No refunds will be given after schedules have been posted.

Schedules

The official schedule will come from theĀ Athletic CoordinatorĀ and will be posted online atĀ www.kvparks.com. Please make sure that you check the schedule on a regular basis in case there are any changes. Schedules will be updated weekly with scores and standings. If administration is notified at least 7 days prior to a scheduled game (and both captains, administration and other captains effected with the change agree) the game will be rescheduled. If either captain does not agree or the administration, the game will remain as scheduled. Scores and standings will be updated the day after games. The schedule cannot be altered due to players participating in multiple leagues/teams

Game Time

  • Game times can be 3:30PM-9:30PM
  • Will consist of (4) 12-minute quarters with a 5-minute halftime. Halftime may be shortened/extended based on the discretion of the referee.
  • Game clock will start at game time.
  • A 10-minute grace period will be given at the beginning of each game to allow teams to achieve their minimum of four (4) players.
  • Time may be stopped for injuries at the discretion of the referee.
  • If goal differential is 3 or less the clock will stop on fouls and dead balls during the last minute of play in the 4th quarter.
  • There is no overtime, in regular season games.
  • A playoff game going into overtime will be decided by 5 kicks from the mark taken alternately by each team. The team that tied the score to force overtime will get to decide who kicks first. Kickers and order must be chosen prior to the kicks being taken. If a winner has not been decided after each teamā€™s 5 kicks, a second round of kicks will be added. Players kick in the same order until one team has scored a goal more than the other from the same number of kicks. (example- Team A scores on the 6th kick and Team B does not. Team A wins the game.)
  • Teams are encouraged to notify the athletic coordinator if their team is forfeiting. If the athletic coordinator and the opposing team is made aware beforehand the score will be a 0-3 loss. If the forfeit occurs at the fields the score will be a 0-6 loss.
  • If a team forfeits three games, that team will automatically become eliminated from any further competition and forfeit all team fees.

Equipment

  • Goal Size: 60ā€ 90ā€
  • Ball: Futsal size 4
  • Jerseys- matching colored shirts are required and numbers are preferred. Pinnies are available if teams have the same jersey color.
  • Shin guards – Shin guards must be covered by socks and are MANDATORY for all players.
  • Footwear- tennis, indoor soccer shoes, or athletic shoes only. Cleats and turf shoes are not allowed.
  • Jewelry of any type (includes watches, rings, necklaces, etc.) and hats are prohibited. Only items approved by the referee will be allowed (i.e. medical bracelets).

Inclement Weather

The Futsal Board consists of the team captains who attend the preseason meeting for that season.Ā The Board will meet as needed to discuss the league rules of play, referees, teams, schedules, tournaments, situations that arise on the field, etc. The Board represents the players and captains in the KPRD Futsal Leagues. The Board will make recommendations regarding the best interest of the program. At the beginning of each season the board may help assign teams to divisions by level of competitive play. KPRD and the Soccer Board holds the right to assign your team to a competitive league based on your roster and previous season(s) results.

Rosters

Team captains are responsible for their team management and the players they recruit for their team(s). It is their responsibility to see that all participants of their team understand the rules/regulations of the league.

Minimum – 5 players, Maximum – 15 players.

Rosters must be turned into the KPRD by your first game or when requested by KPRD. By not submitting a roster at this time, your team is subject to play in the highest level of competition.

Any team found with playing an illegal player (player not on their roster, or a player not eligible for tournament play) will forfeit that game (Game will be scored at 0-7).

Eligibility

All players must be listed on the team roster and have filled out/signed an individual participant waiver form before they are eligible to play.

It is the captainā€™s responsibility to have waiver forms and rosters completed and turned in. Please print all information legibly.

Players can be added throughout the season but they still need 3 games played to be eligible for tournament play.

Any player playing under an assumed name will be suspended a minimum of one year.

Players are allowed to play on multiple teams.

Any captain who knowingly plays an illegal player will serve the same suspension as the player.

The player and team captain will be suspended for all of their games the following week.

A second offense will result in removal for the remainder of the season for the player and captain

Futsal Board

Divisions

Team divisions may be determined by game play and or by the futsal/futsal board.

Local Playing Rules

KPRD has jurisdiction over all captains, players and leagues. KPRD reserves the right to supersede FIFA rules regarding the best interest of the program.

  • No Slide Tackle- We define ā€œslide tackleā€ as an attempt to tackle the ball away from an opponent while sliding on the ground or going to ground.ā€Ā  Goalie saves are not considered slide tackles while in the 18-yard box; however, goalies should refrain from leading feet first while making a save where possible. The final interpretation lies with the Referee ” in the opinion of the referee” if it is deemed a slide tackle. To simplify the call & restart. Slide Tackles outside the box: Restart with an indirect kick. A Slide Tackle inside the box the Restart is a penalty kick (i.e. direct kicks in box are penalty kicks). Result Yellow Card.
  • One time-out (60 seconds) per half. Clock will stop. When in possession of ball or when the ball is not in play.
  • Goal Kick-Ā The ball must be kicked from the 7 x 9 box. The goalkeeper must place the ball stopped in the 7 x 9. The ball is then in play after it is kicked and clearly moves.
  • No offensive player may be in the 7 x 9 green box directly in front of the goal. If a goal is scored when an offensive player is inside it will not count.
  • In all cases a free kick would be awarded at the second penalty spot it will be awarded at the first penalty spot (e.g. Direct free kick beginning with the sixth accumulated foul (DFKSAF) is now an Accumulated fouls penalty kick (AFPK).
  • Accumulated Fouls / AFPK: All direct free kick offenses and misconduct this includes cautionable and send off offenses are recorded on the scoresheet. If red fouls blue a sixth time in a game, for that sixth foul and all subsequent offenses in a game, blue is awarded an accumulated fouls penalty kick. All AFPKā€™s must be shot by a clearly identified kicker.
  • Penalty Spot: 20 feet from the center of the goal
  • Foul- Direct Kick
  • Dangerous Play- Indirect Kick
  • Direct/Indirect kicks ā€“ Defense must be 12 feet off of the ball
  • Cards
    • Yellow- Sit out for 2 minutes, team does not play down.
    • Red- Out for the remainder of the game and the next. Team plays the rest of the game down one.
  • Penalty kicks from the mark will be used to determine a winner in tournament games. 5 kicks per team, if it is still tied 1 each until a winner. 5 players can be anyone playing that day.

Substitutions

  • All substitutions are on the fly, this includes goalkeeping substitutions. Referees will not stop play for goalkeeping substitutions.
  • A substitute may not enter the match until the player leaving the match is at the touchline in the substitution zone.
  • Any substitute who enters the field of play before the player being replaced has completely left the field of play may be shown a yellow card.
  • All substitutions must take place at the halfway line (in front of the score table).

The Goalkeeper

  • Must wear a different color shirt. They may wear long pants and/or other padding as deemed safe by the match referee.
  • May kick the ball directly over the half-way line.
  • May not punt or drop-kick the ball. (Ball must settle to the ground or be touched first, no ā€œairā€ under the ball when kicked.)
  • May not possess the ball for more than four seconds in their own penalty area.
  • May throw the ball directly across the half-way line. A ball thrown directly into the opposing goal results in a goal kick for the opposing team.

Restarts

  • Kickoffs:Ā Indirect. The ball is in play when it is kicked and clearly moves.
  • Free Kicks: may be indirect or direct. The ball must be stationary before the kick may be taken.
  • Kick ins:Ā Indirect. The ball must be placed onĀ or no more than 12 inches behindĀ the line and the kick must be taken within 4 seconds. The kickerā€™s non-kicking foot must be out of bounds or on the line. (A kickin that goes directly in the opposing goal is a goal kick for the opposing team. A kickin that goes directly in the defensive goal is a corner kick of the opposing team.)
  • Goal Kick: The ball must be place in the 7 x 9 box. The ball is then in play after it is kicked and clearly moves. must be taken within 4 seconds.
  • Corner Kicks:Ā are direct. The ball must be placed directly on the corner spot and the kick must be taken within 4 seconds.
  • Penalty Kicks:Ā are taken from the penalty spot and must be shot at goal by a clearly identified kicker. Defenders may not be nearer to the ball thanĀ 12Ā feet and must be behind an imaginary line running from touchline to touchline even with the penalty spot.
  • Ceiling:Ā If the ball hits the ceiling or other object, the team that did not touch the ball last restarts play with a kick-in from the nearest point on the touchline.
  • Distance:Ā For all of the above, opponents may not be closer to the ball thanĀ 12Ā feet.

Standings

  • Standings will be kept on the futsal website for each division and standings will be determined by the following: Wins= 3 points, Ties= 1 point, Loss= 0 points
  • In the event of a tie in points the standings, the tiebreaker for final league standings are followed in this order:
  • Head-to-Head
  • Goal differential
  • Goals against
  • Goals for
  • Coin Flip

Code of Conduct

Kernersville Parks and Recreation encourages clean and sportsmanlike conduct on the field and in the spectator area. Bad sportsmanship, fighting, profanity, or arguing/threatening the referees will not be permitted on the field or their vicinity.Ā  Players, coaches, or spectators approaching referees in a negative manner will not be permitted.Ā Such actions are subject to ejection from the game and/or suspension from the league. Any action involving excessive profanity, assault on a referee or official of the Town, or excessive disruptive behavior of a player, captain, or spectator will result in permanent banning from any other activities offered by the KPRD and that individual may be subject to criminal charges with local authorities.

Yellow Cards

  • If a player receives a yellow card, the player is required to be substituted and cannot return for 2 minutes prior to a restart or at the refereeā€™s discretion, whichever occurs first.
  • If a player receives two yellow cards (soft red) within a single game, they are required to leave the field and the vicinity. The team must play down a player for the remainder of that game. The player will also miss (1) additional game.
  • If a player accumulates:
    • Ā 3 yellow cards within a season, 1 game suspension. The player will miss the next game.
    • 5 yellow cards within a season, 1 game suspension. The player will miss the next game.
    • 6 yellow cards within a season, 1 game suspension. The player will miss the next game.
  • Yellow Cards do not carry over season to season
  • Persistent offenses or serious incident(s) committed by a player or team may result in suspension or being banned from the KPRD Adult league.
  • Referee decisions are final and cannot be appealed.

Red Cards

  • If a player is shown a red card, the player must leave the field and vicinity immediately.
  • The offending team plays down a player for the remainder of the match.
  • The player will also miss any/all other games that day and receive an automatic (1) additional game suspension. The league will review the offense and reserves the right to add additional game suspensions if necessary.
  • All players receiving a red card must meet with the Athletic Coordinator prior to being reinstated.
  • Persistent offenses or serious incident(s) committed by a player or team may result in suspension or being banned from the KPRD Adult league
  • Referee decisions are final and cannot be appealed.

Ejection

Any player or spectator ejected from the game will be required to leave the premises IMMEDIATELY. Refusal to do so will lead to team forfeiture of the game.Ā An ejected player is expected to simply gather belongings and LEAVE the field and spectator area immediately out of sight and sound of the match. Please refer to Yellow/Red Card section of rules for further clarification.

Profanity

If profanity is loud enough to be heard off the field by the referee and spectators the player may be ejected from the game at the discretion of the referee.

Fighting Policy

Fighting and aggressive behavior from teams, players, and spectators will be taken very seriously and police intervention may be utilized.

Initiator

First offense ā€“ Red card, ejection from game, 8 game ban (carries across seasons) with no refunds, mandatory meeting with administration prior to re-instatement.

Second offense – Red card, ejection from game, 1-year ban (carries across seasons) with no refunds, mandatory meeting with administration prior to re-instatement.

Third offense- Red card, ejection from game, lifetime ban.

Retaliator

First offense ā€“ Red card, ejection from game, 2 game ban (carries across seasons) with no refunds, mandatory meeting with administration prior to re-instatement.

Second offense – Red card, ejection from game, 8 game ban (carries across seasons) with no refunds, mandatory meeting with administration prior to re-instatement.

Third offense – Red card, ejection from game, 1-year ban (carries across seasons) with no refunds, mandatory meeting with administration prior to re-instatement. Possible lifetime ban.

Protests / Appeals

Should a dispute arise about whether a player is eligible, it will be the captainā€™s responsibility to file a protest. The Field Supervisor will pursue the following procedures in order to make an accurate judgment at the field.

Protests can only be made regarding rule interpretations or use of ineligible players. In order to protest, the team captain must alert the official and the field supervisor at the time of the protest during the game so it can be noted on the scorecard. To file an official protest with KPRD, the captain must file a letter with the Athletic Coordinator stating the protest (by 12pm the following day).
