Mission Statement
Kernersville Parks and Recreation Department (KPRD) strives to improve the quality of life and safety for its citizens and employees by offering diverse, high quality programs, activities, parks, and town facilities, while also protecting the environment.
Purpose
To provide an opportunity for men and women to participate in organized league play in accordance with the Rules and By-Laws outlined herein.
Age Requirements
- 18 and older
Registration
Each team is required to register their team during assigned registration dates. Registration will not be accepted without payment.
Fee
$150 (10 regular season games, single elimination tournament)
A $25.00 late fee applies to all registrations after the deadline.
No refunds will be given after schedules have been posted.
Schedules
The official schedule will come from the Athletic Coordinator and will be posted online at www.kvparks.com. Please make sure that you check the schedule on a regular basis in case there are any changes. Schedules will be updated weekly with scores and standings.
Each team will play two matches a Tuesday.
Rosters/Spectators
Each team may have up to 10 players on their roster. Only the players listed on the roster may play in the league. Rosters are frozen after the first game of the season.
Start of Game
Please arrive no more than fifteen minutes prior to the first match of the night.
Teams can start playing with 4 of its players and if the 5th and/or 6th person arrives within the game, they may join the team on the next play.
All teams will be present the entire time to rotate refereeing and line judging.
The reffing team needs at least 3 players present to keep score and/or line judge.
Captains will play rock, paper, scissors to determine which team will serve first (except during the end of season tournament when the higher seed will serve first).
If a team does not have enough to start within 5 minutes of their scheduled game time, they will forfeit the match.
Scoring
All games are rally scoring. Matches will be won best out of three.
Sets 1 & 2 will be played to 21; the third set in a match will be played to 15 to determine the winner. (Games are win by two, no cap).
Players will rotate on side out.
Each player must rotate when it is time to do so; one player may not be in the same position as they were in the previous rotation.
Players do not have to substitute themselves in for every rotation.
Reffing
If a team does not referee the other game/s in their pool, they will be on a strike system. Each strike increases in punishment.
Strike 1 – Score starts down 7-0 in the first set of their next game
Strike 2 – Down 1 set in the best out of 3 sets in their next game
Strike 3 – Ineligible for playoffs
Timeout
Each team is allotted 1 (30 second) time out per set for no more than 3 total timeouts in a match. Timeouts do not carry over from the previous set.
Eligibility
Only players on the team rosters are eligible to play in the league and they must play with their team only (no subbing for other teams will be allowed). If a team plays with ineligible players, it will forfeit the match.
For a player to play in the playoffs, they must have played 4 regular season games with their team.
Game Calls
Only the TEAM CAPTAIN will be permitted to discuss rule interpretations and ask about a particular call (like a foot fault or serve error).
Judgement calls will not be permitted to discuss (like a double or a carry).
If there is question about the interpretations of a rule, an Athletic Assistant will be available.
Serving
Both feet must be behind the service line at the point of contact, which is the red line on all courts.
A player may serve from anywhere behind the end line as long as they are within the court sideline boundaries.
Only two tosses will be permitted for a serve. You may not catch a toss or it is an automatic side out.
Obstructions
The basketball backboards will have continuous play if the ball stays on the side of the team in play and if the ball has not been hit more than three times.
The divider curtain, wall, and anything attached to the ceiling (including lights, duct work, speakers, etc.) will not have continuous play. If the ball hits the curtain, wall, and/or ceiling, it is considered a dead ball.
Centerline
If a player crosses the line below the net completely with their foot they will be at fault and the ball will go to the opposing team and they will get a point.
If a player touches the line and any part of their foot remains on the line during the play, it is good and the game will continue.
When hitting on the front line, at no point can any body part touch the net. A player can break the plane above the net as long as they are blocking the ball on an overhead hit.
A player cannot break the plane to set, bump or spike the ball, only to block.
Any back row players may only attack the ball when jumping behind the 10 foot line when the ball is fully above the height of the net.
If any part of the ball is below the height of the net, it is not an illegal hit. Back row players may not block at all.
Ball Handling
There is no attacking or blocking of a serve.
Attacking the serve is considered hitting the ball off a serve while it is above the net. No one is allowed to come into contact with the ball before it clears the height of the net.
If a front-row player makes contact with the serve, they must be off the net and both of their feet must be planted on the ground.
Double contact is only allowed if the first contact was a block at the net.
Carrying
Carrying of the ball is illegal. The ball is considered to be “carried” when the player cups their hands or creates an uneven surface with their palms.
Open-handed passes are allowed as long as the player’s hands are completely flat and there is no double contact.
Standings
Standings will be kept on the Volleyball website for the league. In the event that teams have the same record at the end of the season the following will be used

Code of Conduct
Kernersville Parks and Recreation encourages clean and sportsmanlike conduct on the court and in the spectator area. Bad sportsmanship, fighting, profanity, or arguing/threatening the official will not be permitted on the court or their vicinity. Players, coaches, or spectators approaching officials in a negative manner will not be permitted. Such actions are subject to ejection from the game and/or suspension from the league. Any action involving excessive profanity, assault on a referee or official of the Town, or excessive disruptive behavior of a player, captain, or spectator will result in permanent banning from any other activities offered by KPRD and that individual may be subject to criminal charges with local authorities. When a game gets out of hand by both teams and either the officials or gym supervisor feel that the game should be forfeited rather than continue play. This will result in a double forfeit.
Ejection
Any player or spectator ejected from the game will be required to leave the premises IMMEDIATELY. Refusal to do so will lead in their team’s forfeiture of the game. An ejected player or spectator is expected to simply gather belongings and LEAVE the court and spectator area immediately out of sight and sound of the match.
Ejections will result in automatic 2 game suspensions
Protests / Appeals
Should a dispute arise about whether a player is eligible, it will be the captain’s responsibility to file a protest. The Athletic Assistant will pursue the following procedures in order to make an accurate judgment at the court.
Protests can only be made regarding rule interpretations or use of ineligible players. In order to protest, the team captain must alert the Athletic Assistant at the time of the protest during the game so it can be noted on the scorecard. To file an official protest with KPRD, the captain must file a letter with the Athletic Coordinator stating the protest (by 12pm the following day).
