Mission Statement

Kernersville Parks and Recreation Department (KPRD) strives to improve the quality of life and safety for its citizens and employees by offering diverse, high quality programs, activities, parks, and town facilities, while also protecting the environment.

Purpose

To provide an opportunity for youth to participate in organized league play in accordance with the Rules and By-Laws outlined herein.

Age Requirements

  • 11-14

Fee

$95 per person

No refunds will be given after schedules have been posted.

Schedules

The official schedule will come from the Athletic Coordinator and will be posted online at www.kvparks.com. Please make sure that you check the schedule on a regular basis in case there are any changes.

Each team will play two matches a Monday.

Rosters/Spectators

Each team will have up to 10 players on their roster. Only the players registered through kvparks.com can may play in this league. Players may be added throughout the season, as long as a team does not exceed the 10 player limit.

Spectators are allowed. KPRD is NOT liable for any injuries, stolen items, or damage to personal property for spectators.

KPRD reserves the right to assign teams based on evaluations in an effort to ensure fairness and balance. Requests for team changes without valid reasoning will not be considered. Siblings and family members will be placed on the same team whenever possible.

Coed Rules & League Format

All games will be played on Women’s height

Teams are allowed to have up to 10 players on their roster.

If a team arrives with 4 or more players, the game will start on time.

This is a 6v6 indoor volleyball league. Pre-registration is required from all players to be eligible to play. Liability waiver must be signed to be eligible to play.

Game Ball

KPRD will provide the game balls for each court. Players and teams are welcome to warm up with their personal ball before the game.

Start of Game

Please arrive no more than thirty minutes prior to the first match of the night.

Teams can start playing with 4 of its players and if the 5th and/or 6th person arrives within the game, they may join the team on the next play.

Coaches will play rock, paper, scissors to determine which team will serve first (except during the end of season tournament when the higher seed will serve first).

If a team does not have enough to start within 10 minutes of their scheduled game time, they will forfeit the match.

A forfeit will count as a 0-15 loss for the forfeiting team, and 15-0 win for the non-forfeiting team.

Equipment:

All games will be played on Women’s height

KPRD will provide the game balls for each court. Players and teams are welcome to warm up with their personal ball before the game.

Jersey are provided by KPRD and should be worn each week

tennis or athletic shoes only. Cleats/turf shoes are not allowed.

NO Jewelry or Hats, only items approved by the referee will be allowed (i.e. medical bracelets, etc.)

Scoring

All games are rally scoring. Matches will be won best out of three.

Sets 1 & 2 will be played to 25; the third set in a match will be played to 15 to determine the winner. (Games are win by two, no cap).

Each player must rotate when it is time to do so; one player may not be in the same position as they were in the previous rotation.

Players do not have to substitute themselves in for every rotation.

Timeout

Each team is allotted 2 (30 second) time out per set for no more than 6 total timeouts in a match. Timeouts do not carry over from the previous set.

Game Calls

Only the TEAM COACH will be permitted to discuss rule interpretations and ask about a particular call (like a foot fault or serve error).

Judgement calls will not be permitted to discuss (like a double or a carry).

If there is question about the interpretations of a rule, an Athletic Assistant/ Referee will be available at the stage in the gym.

Serving

Both feet must be behind the service line at the point of contact, which is the red line on all courts.

A player may serve from anywhere behind the end line as long as they are within the court sideline boundaries.

Only two tosses will be permitted for a serve.

Obstructions

Anything attached to the ceiling (including lights, duct work, speakers, etc.) will have continuous play if the ball stays on the side of the team in play and if the ball has not been hit more than three times. If the ball hits the ceiling and goes over the net, it is considered a dead ball. The basketball backboards will also have continuous play if the ball stays on the side of the team in play and if the ball has not been hit more than three times.

The divider curtain/s and wall/s will not have continuous play. If the ball hits the curtain/s and/or wall/s, it is considered a dead ball.

Centerline

If a player crosses the line below the net completely with their foot they will be at fault and the ball will go to the opposing team and they will get a point.

If a player touches the line and any part of their foot remains on the line during the play, it is good and the game will continue.

When hitting on the front line, at no point can any body part touch the net. A player can break the plane above the net as long as they are blocking the ball on an overhead hit.

A player cannot break the plane to set, bump or spike the ball, only to block.

Any back row players may only attack the ball when jumping behind the 10 foot line when the ball is fully above the height of the net.

If any part of the ball is below the height of the net, it is not an illegal hit. Back row players may not block at all.

Ball Handling

There is no attacking or blocking of a serve.

Attacking the serve is considered hitting the ball off a serve while it is above the net. No one is allowed to come into contact with the ball before it clears the height of the net.

If a front-row player makes contact with the serve, they must be off the net and both of their feet must be planted on the ground.

Double contact is only allowed if the first contact was a block at the net.

Carrying

Carrying of the ball is illegal. The ball is considered to be “carried” when the player cups their hands or creates an uneven surface with their palms.

Open-handed passes are allowed as long as the player’s hands are completely flat and there is no double contact.

Code of Conduct

Kernersville Parks and Recreation encourages clean and sportsmanlike conduct on the court and in the spectator area. Bad sportsmanship, fighting, profanity, or arguing/threatening the official will not be permitted on the court or their vicinity.  Players, coaches, or spectators approaching officials in a negative manner will not be permitted. Such actions are subject to ejection from the game and/or suspension from the league. Any action involving excessive profanity, assault on a referee or official of the Town, or excessive disruptive behavior of a player, coach, or spectator will result in permanent banning from any other activities offered by KPRD and that individual may be subject to criminal charges with local authorities.

Ejection

Any player or spectator ejected from the game will be required to leave the premises IMMEDIATELY. Refusal to do so will lead in their team’s forfeiture of the game. An ejected player or spectator is expected to simply gather belongings and LEAVE the court and spectator area immediately out of sight and sound of the match.
